Anti-Social Behaviour

If you witness anti-social behaviour, please report it to the police, the easiest way being online. It is important that all affected individuals register their views and do not assume that as long as someone has informed the Police, that is sufficient, as in most cases it will not be.

The police are more likely to be able to take action if information is received from multiple sources and can be corroborated. It can take time to build a picture regarding anti-social behaviour and sometimes other agencies may need to be involved.

Neighbourhood Watch Week

It’s Neighbourhood Watch Week from Sunday 7th June 2020 and it’s all about celebrating your neighbours!

Coffee with Cops!

Don’t forget that there is a Channels Coffee with Cops session with Valerie Whitchurch, PCSO from the Chelmsford & Maldon Community Policing Team, taking place on Saturday 5th October between 3-5pm.

Coffee with Cops is part of local engagement where officers visit local cafés to ensure they are visible. Officers are available to speak to attendees on a one to one basis and no appointment is necessary.

NHW Update

As a result of recent reports to both Essex Police & Chelmsford City Council in relation to anti-social behaviour in the vicinity of the flats on Aqua Verde, both were onsite today with Colne Housing to meet and talk to tenants to gauge the extent of the problems.

As part of the operation, a warrant was executed and drugs recovered:

It is important to report all instances of crime and anti-social behaviour and the actions from today should give assurance that intelligence received is collated and used by the relevant agencies.

Coffee with Cops!

Your Neighbourhood Watch Team has been hard at work and has arranged a Channels Coffee with Cops session with Valerie Whitchurch PCSO from the Chelmsford & Maldon Community Policing Team.

The session will take place at the Channels Brasserie on Saturday 5th October between 3-5pm.

Community News

Public Open Spaces
Following liaison between Ptarmigan Land and Marden Homes (who are responsible for delivering the site wide open spaces), construction of the strategic open space areas is now expected to commence in late September/early October this year and run through until the end of 2020.

Work on construction of the play areas on the area adjacent to Channels Drive is likely to commence in December 2019/January 2020 and be complete by Spring 2020. Final works to the village green will be completed before the end of October this year with pedestrianisation of Belsteads Farm Lane due for completion by January 2020 (subject to relevant Highway’s approvals).

There are however a series of works that the landowners are looking to accelerate by undertaking the work themselves, the detail of which is presently being finalised with Marden. This includes looking at where opportunities exist to enable early access/release of open space areas and more importantly in relation to safe access through to the retail units on Essex Regiment Way.

At present all timings noted above are indicative as the more detailed phasing continues to be worked up by Marden, the landowners and their technical team.

Neighbourhood Watch
We are in the process of arranging our own Channels ‘Cuppa with a Coppa’ event during the autumn. Channels Estates have kindly offered us a venue that we can use for the session and we are waiting for confirmation of availability from the local community policing team. The provisional date we are working to is Saturday 5th October between 3.00pm–5.00pm so note this time in your diaries!

Dog Fouling
As a result of a number of comments about Dog Fouling, there is some information here which includes how and where to report observed instances. Chelmsford City Council has a Public Spaces Protection Order in force which makes dog fouling an offence.

Fountain & Lake
We are currently exploring whether the significant drop in water level in our lake is as a direct result of Marden draining the lake at the front of the development which borders Essex Regiment Way. Given the level of rainfall that we have had (and observing many of the natural drainage areas in Beaulieu holding water), it is very odd that the water level of our lake remains lower than ever before.

It seems too much of a coincidence that the level in our lake started to drop at the exact point that Marden lowered the water levels in the front lake. We have logged the issue with POD Management and in addition Bellway will check the drainage gulleys that feed the lake from the adjacent roads to ensure there are no blockages as a result of the highways work that has been on-going for the last few weeks.

We do not want to end up with a shallow, stagnant pond and of course we would like our fountain switched on again!

Community News

Channels Summer Event
As you may recall, we have been working with Channels Estates to facilitate a joint summer event for residents. The recent ‘Summer Fest’ event that Channels ran was a great success however it did highlight some unforeseen issues, primarily that visitors (and playing children) were wandering around the wedding garden whilst wedding events were taking place.

As such whilst we will work with Channels on the coordination of events where possible over the coming year, it has been agreed that until further works are completed to formalise the boundaries between the Village Green and the Bar/Wedding areas, it would not be practical to host community events on the Village Green.

We are therefore looking to hold a late summer event, probably early September, on our own area of land (between Eagle Rise & Aqua Verde). Those residents that have offered help have been contacted to get the ball rolling again however if anyone else wants to get involved, simply fill in the form here and someone will be in touch!

Nursery Site Update
We have been advised that whilst contractual discussions are taking place with a company that wants to take on the Nursery site, there are a number of legal issues to be resolved and as such it is unlikely that any building work will commence for another 12 months. On this basis Bellway will prepare the area so that it is left as managed grassland with a ‘paddock’ fence around the perimeter to prevent access.

Community Micro Grant Funding
An application, led by Melanie Williamson, has been made for a community micro grant to support a programme of community activity throughout 2019/20. The grant on this occasion will assist in supporting the purchase of a marquee to support delivery of community hosted activities around the development. This will form part of a wider proposed project to enable Channels to evolve from merely a location with lots of new houses to an all-inclusive, vibrant community (keep an eye out for more news on this).

Neighbourhood Watch
Steve Leverett, Chelmsford Neighbourhood Watch Co-ordinator, attended the Little Waltham Parish Council Meeting on 4th July to raise awareness of the benefits from belonging to a local Neighbourhood Watch. Don’t forget that we have a local scheme running and you can find more about it and the benefits of getting involved here. For those that have not yet signed up, you can do so here. Our NHW Co-ordinator (John Buckberry) will bring you a window sticker and you will receive useful updates via e-mail.

Broomfield Parish Council Links
As you will be aware, the Bellway phases of Channels currently sit within the Broomfield Parish which receives a not insignificant sum of money each year from our Council Tax. The majority of the Bellway phase has been here for well over 2 years and yet we have seen no local benefit. We have made contact with Broomfield Parish Council to ask whether there is potentially any access to funding that we could use for our locality.

Examples could include the installation of benches placed at strategic locations around the development, perhaps some small items of public art (much like the little wood carvings across Beaulieu) and to assist in funding our summer event as part of the work to develop the local community.

Progress is slow however we will continue to pursue the possibilities that may be open to us with Broomfield Parish Council until such time that we finally become part of the Little Waltham Parish.
